The Mississippi State Legislature's Special Task Force for the Revitalization of the Delta Region commissioned MDC to produce a report to provide a framework for change and investment in the Mississippi Delta.
Resistant to change, the Delta is one of the poorest regions in the nation. Unemployment is high in the region even during the best of times: from 2001 until 2007, unemployment fluctuated between 8 percent and 10 percent. Almost 18 percent of those living in the Delta lack a high school education, and the college attainment rate is low.
