Cay joined MDC as a senior fellow in 2010, following her return to the U.S. from London, where she held leadership positions in workforce development policy and delivery. While in the UK, Cay served as special advisor to the UK Commission for Employment and Skills, as special advisor to three Secretaries of State for Employment, as director of the National Employment Panel, and was awarded the Commander of the British Empire (CBE) by the Queen in 2005. Before moving to the UK, Cay served as associate secretary for economic affairs under Massachusetts Gov. Michael Dukakis and as founding executive director of the Boston Private Industry Council.
